Fortune Global 500 enterprise, Jinneng Group has met the standards of PV "Frontrunner" Plan of the National Energy Administration, featuring fair price and high efficiency

In recent years, the economy of Shanxi province has slowed down due to the depression in coal industry and coal enterprises in Shanxi have begun to search for transformation development. As a Fortune Global 500 enterprise, Jinneng Group also joined the transformation to upgrade energy structure and it announced that its product had met the PV 'Frontrunner' plan released by the National Energy Administration.

Different opinions about the high targets of the National Energy Administration's "Frontrunner" Plan

In January 2015, seven ministries and commissions including the National Development and Reform Commission, the Ministry of Finance, the Ministry of Industry and Information Technology of PRC and so forth jointly released the implementation plan for the energy efficiency frontrunner system, claiming that they were making incentives for products that fit the frontrunner plan to boost the improvement of technology.

Later on in February, the National Energy Administration also issued Opinions on Exploiting Market Effect to Promote Progress of PV Technology and Industrial Upgrading ( Draft for Comment ), which mentioned the PV "Frontrunner" special plan - By 2015, the high-tech PV "Frontrunner" products should meet the following indexes: the conversion efficiency of monocrystalline silicon and polycrystalline silicon PV modules should reach 17% and 16.5%, respectively, and the conversion efficiency of thin film PV modules as well as other typical advanced technical products should be greater than 10%.

China organized and implemented the "Frontrunner" plan in a number of ways, including organizing PV power generation bases, new technology model bases and so forth. In the meantime, it also posed requirements such as construction standards, technical progress and cost reduction target to these trial projects, and selected development and investment enterprises with strong technical competence and investment management capacity by competitive means in the hope that these enterprises would choose PV products that had met the technical indexes through market mechanism.

Some industry experts pointed out that since the "Frontrunner" plan put a relatively high requirement on the conversion efficiency of PV modules, it was hard for most enterprises to meet such standard. For the efficiency of polycrystalline modules to reach 16.5%, the conversion rate of polycrystalline cells have to reach about 18%.

However, the general manager of Jinneng Clean Energy Technology Limited ( hereafter referred to as "Jinergy"), Dr. Yang Liyou said that after the crisis of previous years, China's PV industry desperately needed exemplary projects with technical contents and quality assurance to serve as industry benchmark in order to achieve orderly, healthy and sustainable development of the industry. The technical indexes of the "Frontrunner" plan were set based on Top 5% of existing enterprises. Power equipment enterprises' adopting PV products that have met the technical indexes of the "Frontrunner" plan is consistent with the development law of the industry and will push the entire industry to approach high quality.

The average efficiency of the current solar cells in the industry is around 17.60% and the module power is 255W whereas the average output power of Jinergy's products is 264W. According to Dr. Yang, the company's products have already met the requirements of the access threshold and "Frontrunner" plan through application of new technologies and optimization of production control.

Jinergy is a member of the clean energy division under Jinneng Group ( Ranked No. 309 among Fortune Global 500 ). Clean energy is the key strategy of the traditional coal energy giant's transformation. Jinneng Group planed to build itself into a modern integrated energy corporation that combines various businesses such as coal production, electricity, gas, new energy, trade logistics and multi-diversity into one and fully support its clean energy division to develop PV, wind-power-based clean energy. And it has set its goal at achieving 1.5 gigawatts for installed capacity of new energy, which shall account for 10% of the entire group's installed power-generation capacity by the end of the '12th Five-Year Plan',

Up till now, Jinneng Group has already finished the GW-level PV project pipeline and Jinergy under it has already completed the construction and started pilot production of the manufacturing base with an annual output of 500MW of solar cells and 600MW of solar modules. In the meantime, the company has successfully introduced specialists recruited by 'The Recruitment Program of Global Experts', PhDs returned from U.S.A. and domestic talents in PV profession.

Ever since the company's module workshop went into operation in late September 2014, it has already established production capacity of cells and modules with high competitiveness in terms of technology and cost which has edged itself into world's top 5%

Featuring fair price and high efficiency, the Fortune global 500 has opened up to embrace the entire PV industry chain

With years of development, having experienced the crises and recoveries, the PV industry has become more mature. In the meantime, the industry magnate with stable financial condition and distinct cost advantage is tending towards stability. Some industry insiders believe that the concentration ratio the PV industry will be further enhanced and its productivity will be pooled to leading large-scale enterprises, which is helpful in terms of helping the PV industry move abroad.

China's PV industry saw the opportunity of collaboration in the energy filed with various countries along the line from the vision of "One Belt & One Road" at the Boao Forum in late March and the insurance of its operational documents. Jinergy took that, "In the trade cooperation of 'One Belt & One Road', China is no longer a country that exports labor-intensive products with low price, but one that exports high quality products such as high-speed rail, nuclear power and so on. 'Made in China' is expected to become a mid-to high-end brand in the next ten years.

Dr. Yang said, "We are very optimistic about the development of cooperation in terms of new energy resources in the strategy of 'One Belt & One Road', and we are actively searching for the opportunities to collaborate with emerging markets in various countries along the line. In the future, we hope to export China's high quality and fair price PV products and build quality efficient PV power stations as well as clean energy infrastructure construction that's capable of carrying forward the national strategy with our partners.

As the "Frontrunner", will Jinergy impact the entire industry as it offers efficient modules at a very attractive price, or will it even become the "Enemy" of the industry? Dr. Yang explained, "We produce solar cells and modules, but we are embracing the entire PV industry chain with an open attitude. With our financing and resource advantages as well as various forms of investment cooperation, the company will participate in the upstream and downstream procedures of the entire industry, actively promote the construction and fast operation of PV power stations and even provide services in various aspects such as financing to brother enterprises of cell and module suppliers.
