According to the notice known asMade in China 2025 issued by the State Council, China is marching towards the goal of becoming a powerful manufacturing country. The document clearly addressed the related areas of PV industry such as intelligent manufacturing, green manufacturing, etc.

It specifically mentioned about fully practicing green manufacturing, strongly promoting green and low-carbon development of new materials, new energy resources, high-end equipment and bio industry; continuing to increase the utilization ratio of green and low-carbon energy, carrying out the  construction of distributed green intelligent micro-grid in industrial parks and enterprises, controlling and reducing the consumption of fissile energy. 

Regarding the transformation of Made-in-China, Dr. Yang Liyou , the general manager of Jinneng Clean Energy Technology Limited ( hereinafter referred to as "Jinergy" )  which is under the clean energy business unit of Jinneng Group, a FORTUNE GLOBAL 500 energy group , believed that the economy would experience the new normal in the coming decade, the cost constraints of resource environment and factors are getting increasingly tighter. The development of China's manufacturing industries is facing tremendous challenges and opportunities at the same time. He believed that renewable energy sources would create a strong new infrastructure for China's manufacturing industries, and among all of the new energy resources, solar energy become a vital part of the national energy strategy for its unlimited stock and the fact that it's free of pollution during the using process.

With the constant improvement of the product technology and manufacturing technique, PV manufacturing will become increasingly similar to the precision manufacturing of semi-conductors and the product's integration degree will be even higher. Dr. Yang Liyou also claimed, "In the future, high efficiency and reliability will no longer be the only indexes to measure PV products, the requirements of intelligence, light weight as well as their integration with buildings will lead to more diversified products, which are suitable for various application and installation conditions, thereby forming an energy internet. The automation, intelligence, flexibility as well as the future global virtual factory of PV manufacturing industry are all major trends of current industrial upgrading. As the manufacturing firm under the clean energy business unit of Jinneng Group, we have thoroughly implemented technology iteration, intelligent production and flexible manufacturing, and are actively following and preparing for the virtualization of factories, hoping to become the frontrunner of high-end PV manufacturing service industry.

Co-funded by the provincial and 11 municipal State-Owned Assets Supervision and Administration Commissions, Jinneng Group was officially founded through merger and reorganization of the former Shanxi Coal Transportation and Sales Group Co., Ltd. and Shanxi International Electricity Group Limited Company. It's a modern comprehensive energy group that combines various business units such as coal production, electricity, gas, new energy, trade logistics and diversified industry into one. It is now searching for transformation and upgrading, and planning on increasing the ratio of renewable energy sources in the future. The group strives to develop PV- and wind power-based new energy power stations in the clean energy division. It's estimated that it will achieve 1.5 million kilowatts of installed capacity of new energy, which shall account for 10% of all installed power-generation capacity of the group by the end of the "12th Five-Year Plan.

Jinergy launched the project aiming at an annual output of 500 MW solar cells and 600MW solar modules. It has built a world top 5% most technically- and cost-competent production capacity of cells and modules through accurate technical route planning, optimized capacity allocation and efficient operation management.
