Recently, the National Energy Administration, the Ministry of Industry & Information technology of PRC and the Certification & Accreditation Administration of PRC jointly issued the Opinions on Promoting the Product Application and Industrial Upgrading of Advanced PV Technology, which pointed out that we should exploit the market's guiding role in technical progress, implement the "Top-runner" Plan, improve the building of the testing and certification capability of PV products, strictly execute the market admission standards for PV products and strengthen the testing and certification of PV products.
For the PV industry, the Opinions are the specific requirements of "Industry 4.0" as well as "Made in China 2025" for the industry. The general manager of Jinneng Clean Energy Technology Limited ( hereinafter referred to as "Jinergy" ), Dr. Yang Liyou believed that, "The publishing of theOpinions will boost the upgrading of the PV manufacturing industry in China, which is beneficial to improve the products and to guarantee and improve the power stations' profits. China's PV manufacturing industry can get out of the vicious cycles of severe product homogeneity and low pricing strategies, and shift towards a healthier industry environment, which is beneficial to enhance the core competences of manufacturers, remedy the situations of trade conflicts overseas and truly promote China's PV industry to transform and upgrade to manufacturing service industry."
The government is going to implement the "Top-runner" Plan. In 2015, the efficiency of "Top-runner" advanced technology products, polycrystalline silicon solar module and monocrystalline silicon solar module, have reached over 16.5% and 17%, respectively. The "Top-runner" Plan will be implemented through the construction of PV power Demonstration Base with advanced technology, new technology application demonstration project, etc.
As the enterprise that has reached the standards of the national PV "Top-runner" Plan, Jinergy revealed that their qualified fair-price high efficiency modules attribute to various innovative applications such as technology research and development, lean manufacturing, production and operation, etc. At the beginning of production September 2014, the average efficiency of its polycrystalline solar cells had already reached more than 18%. The latest production data showed that the mass production average efficiency of its double-printing polycrystalline solar cells had reached 18.45%, with the highest at 18.84%, and the output power of its mass production polycrystalline modules had reached 270W, the efficiency of which reached the standard set at 16.5% by the "Top-runner" Plan of National Energy Administration.
Jinergy's key processing equipment lead the world's average by 1~2 generations and over half of its equipment are used in large-scale production in China for the first time; Jinergy achieves total automation in the cell and module workshops and reduce its work force to a third of the industry average. Besides, Jinergy also fully deploys intelligent manufacturing management systems, such as MES and ERP. Production feeding, device status, quality controlling and environmental monitoring can be auto monitored in the whole process so that the production process is traceable. In the meanwhile of maintaining the interests of customers, it also provides technical support for the continuous improvement of quality.
According to Dr. Yang Liyou, "Taking the lead in technology, equipment and product are the accomplishments we have already achieved, however, what's more to the point is "the lead in concept and mechanism". There won't be a leading talent team and leading technology, equipment and product without leading concept and mechanism, let alone maintaining our leading position.
In addition, the Opinions specified that with the market's guidance on technology, we should raise the market access standards for PV products, adopt a set of differentiated market access standards, support advanced technology products to expand its market and also speed up the elimination of products with outdated technology.
Regarding the adverse impacts of backward production capacity on the PV industry, Dr. Yang Liyou believed that eliminating backward production capacity was not merely a phenomenon in the early stage of an industry, the technical standards of products and job specifications would greatly affect the generating capacity and future profits of power plants, which was crucial to PV power plants which were designed to run for decades.
