Major good news for Jinergy, the first local module plant of Shanxi Province: the 1GW "Top-runner" Base in Datong has been approved
A few days ago, National Energy Administration officially approved the National Advanced Technology Demonstration Base of PV in the coal-mining subsidence area of Datong, Shanxi Province, which was also the first demonstration project approved after the implementation of PV "Top-runner" Plan. Facing such favorable policies for the PV industry in Shanxi Province, Jinneng Clean Energy Technology Limited ( hereinafter referred to as "Jinergy" ), who enjoys the world's top 5% high quality capacity, claimed that they hoped to take advantage of the "Top-runner" Plan Base project in the coal-mining subsidence area of Datong to participate in the construction of the 1GW PV project in a short time through various cooperation forms such as module supply, construction, installation as well as project investment with its fair-priced high efficiency modules, whose averageefficiency had reached the standards of the "Top-runner" Plan.
The Opinions on Promoting the Product Application and Industrial Upgrading of Advanced PV Technologyjointly issued by National Energy Administration, Ministry of Industry & Information technology of PRC and Certification & Accreditation Administration of PRC in early June officially claimed that the government was planning on setting specific market scale for the implementation of the "Top-runner" plan every year to promote the market application of products with advanced technology.

In May 2015，the average efficiency of its mass production high efficiency polycrystalline solar cells with double-printing process had reached 18.45%, and the output power of its mass production polycrystalline modules had reached 270W, the efficiency of which had reached the standard set at 16.5% by the "Top-runner" Plan of National Energy Administration. Dr Yang Liyou said, "In the future, we will maintain our core competence of the most cost-effective cells and modules and be a good 'Top-runner' of the industry through continual technical innovation, lean production as well as introduction of the latest equipment."
Jinneng group strives to develop PV- and wind power-based new energy power plants in the clean energy division with the purpose of providing clean energy for social and economic development. It's estimated that it will achieve 1.5 million kilowatts of installed capacity of new energy, which shall account for 10% of all installed power-generation capacity of the group by the end of the "12th Five-Year Plan".
The approval of the National Advanced Technology Demonstration Base of PV in the coal-mining subsidence area of Datong brings a huge tailwind to Jinergy's PV manufacturing sector which has already reached the efficiency standards of the "Top-runner" Plan. The planned gross installed capacity of the entire Datong Demonstration Base is 3GW, among which the project implemented in 2015 is 1GW. The planning specifically mentioned that the base aims at building a "New PV Technology Demonstration Base, Leading-Technology Practice Base and Colony of Advanced Technology", use PV products that had met the technical indicators of the "Top-runner" plan and choose enterprises with leading performance levels, firm investment strengths and advanced technical management abilities to be the investors of the project.
Dr. Yang Liyou believed that Jinergy had very unique advantages in terms of joining the Datong Demonstration Base. On the one hand, its module plant is located in Wenshui, Shanxi, which is merely 300 kilometers away from the planning area of the base. Such geographic advantage will greatly reduce the logistics cost of the project; on the other hand, the module products reaching the standards of National Energy Administration's "Top-runner" Plan are already available by mass production. The continual improvement of the output rate enables Jinergy to stablely supply its fair-priced high efficiency modules for the demonstration project; furthermore, Jinneng Group owns a large number of thermal, wind and PV power plants, thus has accumulated rich experiences in the construction, grid connection and operation of power plants; apart from providing solar modules, Jinergy can also provide a variety of financing-based cooperation models for clients.
