Jinergy: The PV Top-runner certification should set up true industry benchmarks
China Quality Certification Center recently published the first group of PV module, PV inverter, PV backsheet material enterprises who had met the application requirements of the "Top-runner" Certification Plan for PV power generation products.
According to the list revealed, the first group of enterprises picked by the "Top-runner" Certification Plan included 23 PV module applicants and 40 PV inverter applicants for the "Top-runner" Certification Plan as well as 10 PV backsheet material applicants for the "Top-runner" environmental durability evaluation.
On June 8th, National Energy Administration, the Ministry of Industry & Information technology of PRC and the Certification & Accreditation Administration of PRC jointly issued the Opinions on Promoting the Product Application and Industrial Upgrading of Advanced PV Technology, which mentioned about raising the market access standards for PV products, implementing the "Top-runner" Plan and guiding the technical progress and industrial upgrading of the PV industry. The Opinions clearly pointed out that the efficiency of "Top-runner" advanced products, polycrystalline PV module and monocrystalline PV module, should reach over 16.5% and 17% in 2015, respectively.
Ever since the reply of the 1GW "Top-runner" PV Demonstration Base in the coal-mining subsidence area of Datong, the process of bidding and announcing the winning bidder had been quickly engaged. 12 enterprises were selected as the investors of the National PV Demonstration Base of Advanced Technology in the coal-mining subsidence area of Datong in 2015. Judging from the progress of the project and the scale of having 56 high quality PV enterprises competing, it's not hard to see the government's and the insiders' confidence and passion for the "Top-runner" Project.
The implementation of the "Top-runner" Plan will guide the elimination of backward production capacity of PV industry and the gradual transition to high quality capacity, thereby achieving stronger international competitiveness. The general manager of Jinneng Clean Energy Technology Limited ( hereinafter referred to as "JINERGY" ), Dr. Yang Liyou believed that, " The PV "Top-runner" Plan is the benchmark of the industry and it plays a pioneering role in the entire industry. We believe that with the enterprises' great passion for the "Top-runner" plan, the "Top-runner" certification should be more than a certification of the modules' performance, and it also should be further expanded to the follow-up evaluation of the actual power generation performancen of "Top-runner" modules' in power plant projects. I think that we should have a third-party authority to go to power plants for sampling and re-examination and announce the results regularly. In the meantime, I also suggest that the three ministries who launched the "Top-runner" plan should follow the implementation of the Top-runner power plant projects and publish their performance data regularly so that they can serve as the quality, performance data benchmarks of products such as power plants, modules, inverters for the whole industry.
He revealed that only by truly implementing the Top-runner plan of the PV modules and the power generation performance of power plants can we ensure the stable operation and longterm return of power plants, thereby achieving the national strategic goal of adjusting China's energy structure.
